The Principal of CSDSTI:Correctional Services is authorised "to punish and correct"

I am Kan Chi-keung,
the Principal of the CSD Staff Training Institute.
CSD aims to provide quality detention services,
trying our best to help our detainees
and offering good rehabilitation plans
in order to reduce crime
and build a stable society.
Every new staff member has to receive professional training
including knowledge of Hong Kong law,
psychology, criminology, marching,
situation training, Putonghua and the Basic Law.
Disputes are inevitable in CSD.
Staff training in CSD
is adequate for every trainee
to handle disputes among offenders.
We have many facilities for scenario training
to ensure each staff member has the confidence
to handle every emergency.
The law of Hong Kong states that
if prisoners offend against prison discipline
within a correctional institution,
we are authorised
to impose punishment on offenders
which includes forfeiture of sentences reduced,
deduction of wages or reduction of welfare.
The most challenging experience in CSD
was receiving the Vietnamese boat people
in the late 1980s to early 1990s.
Over 10,000 boat people came to Hong Kong.
They started riots,
which I think greatly impacted the CSD
and public order in Hong Kong.
With great effort
and help from other government departments,
we finally solved the problem.
Our work is to both punish and correct.
Besides supervising the prisoners,
we also manage their daily routine.
We offer them education,
psychological consultation
and religious services, and we look after their well-being.
We have a wide variety of work
such as looking after the ill
in hospital,
and providing rehabilitation services
after they have left the institution,
following up with their current living circumstances
and helping them in rehabilitation matters.
I have met past detainees on the streets
and what delighted me was that
they, and sometimes their family and children too,
greeted me warmly,
or chatted with me.
I'm happy to know that
they have started a new life, and corrected their mistakes.
It means my effort has not been wasted.
You can start your career at CSD
as an Assistant Officer II
or an Officer.
The Officer grade requires higher qualifications.
Many of my colleagues are university graduates
and some even have postgraduate qualifications.
In the case of Assistant Officer II,
F.5 or above is required.
To become a CSD worker,
you must be well-disciplined.
Teamwork, initiative
and motivation are needed.
The most important requirement is that
you must approach correctional services as your life-long career.
