Exhibition of the 3rd anniversary of the promulgation of the Hong Kong National Security Law

Marking the third anniversary of the implementation of the Hong Kong National Security Law (NSL), the Security Bureau (SB) launched the updated version of the NSL online virtual exhibition with the Hong Kong Palace Museum (HKPM) as its virtual background, bringing a new touring experience to visitors.To enhance the understanding of members of the public regarding the legislative background, importance and significance of the NSL, the SB first launched the NSL online virtual exhibition in July 2021, which has registered more than 440 000 visits thus far. The online virtual exhibition of the third anniversary of the promulgation of the NSL is inspired by the HKPM, with new virtual backgrounds embellished with Chinese cultural components in a Chinese-style layout. The various zones of the exhibition provide rich information on the NSL to members of the public, covering the importance of the NSL, the legal regime, enforcement mechanisms, major provisions and effectiveness, the work of the disciplined forces in safeguarding national security, reference materials as well as the winning entries of the "Let's Join Hands in Safeguarding National Security" Programme. The updated version of the exhibition is especially housed in virtual exhibition halls on different floors, unlike the previous version where it was all shown in one large exhibition hall. Visitors can simulate taking the escalators to navigate different floors, or visiting the exhibition halls to view the content, or heading to the viewing deck to enjoy the day and night views of Victoria Harbour, which brings more fun to the visit. Two new mini-games have also been added to the exhibition, allowing visitors, especially the youth, to enhance their understanding of the NSL in a fun way. In addition, print and search functions are enhanced to improve the exhibition's practicability.

National Security Education Day 2024

On 1 July 2015, the National Security Law of the people's Republic of China was adopted at the 15th Session of the Standing Committee of the 12th National people's Congress, and 15 April each year was designated as the National Security Education Day. The National Security Education Day aims at raising public awareness of national security, creating a positive atmosphere of safeguarding national security, enhancing the capacity to fend off national security risks, deepening public understanding of the Constitution, the Basic Law and national security, and fostering a sense of national identity. The activities of National Security Education Day on 15 April 2024 include National Security Education Day flag raising ceremony, open days of disciplined and auxiliary services, National Security Cup awards presentation ceremony of the disciplined services, opening ceremony of National Security Education Day, seminars, visits to schools by government officials for national security education activities, etc. Meanwhile, community activities in the 18 districts across the territories and different activities organised by relevant Bureaux and Departments (including Civil Service Bureau, Culture, Sports and Tourism Bureau, Education Bureau, Environment and Ecology Bureau, and Home and Youth Affairs Bureau) are being held in support of National Security Education Day. Constitution Day (4 December)

The existing Constitution of the People's Republic of China (The Constitution) was adopted at the Fifth Session of the Fifth National People's Congress on 4 December 1982. The Constitution is the fundamental and supreme law of the state. As an important symbol and sign of the nation, it has the highest legal status, legal authority, as well as legal effect. With the aim of enhancing public awareness of the Constitution, promoting its spirit, strengthening its implementation and advancing China's overall law-based governance, the Standing Committee of the Twelfth National People's Congress decided at the Eleventh Session on 1 November 2014 to designate 4 December as the "Constitution Day" and that the nation will conduct promotion and education activities of the Constitution through multiple channels. 2023 Constitution Day Seminar To deepen public understanding of the constitutional basis of Hong Kong, the Hong Kong Special Administrative Region (HKSAR) Government and the Liaison Office of the Central People’s Government in HKSAR co-organised a seminar (the Seminar) on the Constitution Day (4 December) under the theme of "The Constitution and Chinese Modernisation". Comprising a keynote speech and a panel discussion, the Seminar was held at the venue and livestreamed online for real-time viewing by members of the public.
