Common Recruitment Examination and Basic Law and National Security Law Test (Degree / Professional Grades) (CRE and BLNST)

CRE and BLNST is tentatively scheduled to be held in Hong Kong on 1 June 2024.  Prospective applicants for civil service posts at degree or professional level are welcome to apply.  Applicants may choose to take any of the CRE papers and / or the BLNST paper in the coming examinations. Common Recruitment Examination:The CRE consists of three 45-minute papers of multiple-choice questions, namely Use of English, Use of Chinese and Aptitude Test.  Applicants may choose to take any of the papers.  Persons who wish to apply for civil service posts at degree or professional level should first obtain the requisite CRE results as specified in the relevant recruitment advertisements. Basic Law and National Security Law Test:A pass result in the BLNST is an entry requirement for all civil service jobs.  The BLNST is a 30-minute paper of multiple-choice questions. Eligibility:Holders of degree, or a qualification meeting the entry requirement on professional qualifications for civil service degree or professional posts, or university students who will have attained a degree in the academic year of 2023-24 or 2024-25. Application Procedure:1. On-line: Submit an application before 5:00 p.m. on 5 April 2024 (Hong Kong time) through the on-line application system on the Civil Service Bureau (CSB) webpage at www.csb.gov.hk/eng/cre.html; or2. Candidates applying for civil service jobs from July onwards must pass the Basic Law and National Security Law Test (BLNST)

For all civil service recruitment exercises to be advertised on or after 1 July 2022, attaining a pass result in the newly introduced Basic Law and National Security Law Test (BLNST) will be an entry requirement for all civil service jobs.  All candidates for civil service jobs must pass the BLNST in order to be considered for appointment, regardless of whether the candidates have previously taken the Basic Law Test (BLT) (either a BLT centrally conducted by the CSB or a BLT arranged by individual bureaux/departments in their past civil service recruitment exercises (degree/professional grades)) and attained a pass result.  Candidates who have taken any BLT in the past and wish to apply for any civil service job advertised on or after 1 July 2022 must take the BLNST and attain a pass result in order to be considered for appointment. Basic Law and National Security Law Test (Degree / Professional Grades)The BLNST is a 30-minute bilingual paper comprising 20 multiple-choice questions.  Answering at least 10 out of 20 questions correctly will be deemed to have a pass result in the BLNST.  The pass result of the BLNST is acceptable for the purpose of applying for all civil service jobs. Why do you need to take the CRE?

Almost every university graduate is advised to sit for the Common Recruitment Examination (CRE). But why? What is the reason for taking the examination? In fact, applicants for civil service posts at degree or professional level are required to obtain either Level 2 or Level 1 in the Use of English (UE) and Use of Chinese (UC) papers of the CRE for meeting the language proficiency requirements as stipulated by individual recruiting departments / grades.Please note that, however, specific requirements of individual recruiting departments / grades on the UE and UC papers will be set out in the relevant recruitment advertisements. Applicants for some posts at degree or professional level are also required to obtain a Pass in the Aptitude Test paper in addition to the requisite results in the UE and UC papers.Persons who wish to apply for civil service posts at degree or professional level should first obtain the requisite CRE results unless otherwise specified in the relevant recruitment advertisements.  Applicants may choose to attempt all, any, or any combination of the papers.  The CRE is independent of the recruitment process for any civil service post.  Applications for individual civil service posts should be made to the recruiting departments / grades direct.  The attainment of the requisite CRE results, however, does not imply that a candidate has fully met the entry requirements of any civil service post at degree or professional level. Are you eligible for the CRE and BLNST?

Government jobs have always been popular, yet some of them require the candidates to sit for the Common Recruitment Examination (CRE) and Basic Law and National Security Law Test (BLNST). So what are the eligibilities for applying the CRE and BLNST?>>>Must be a holder of a Bachelor’s Degree or will attain one in next academic yearPlease note that, however, an Associate Degree does not count. Applicants who fall into neither of the above two categories should hold a qualification that meets the entry requirements on professional qualifications for civil service degree or professional posts.If you are a registered student of the Hong Kong Institute of Certified Public Accountants (HKICPA) Qualification Programme, you may apply to sit for the CRE and BLNST even if you do not possess a degree since the said qualification is accepted for applying for the post of Assistant Assessor.However, if you are a registered social worker under the Social Workers Registration Ordinance but do not possess a degree, you are not eligible for sitting for the CRE and BLNST since the entry requirements for the post of Assistant Social Work Officer include both a professional qualification and a relevant degree.Before applying for the CRE and BLNST, you are advised to check from the CSB website and with the recruiting departments concerned to confirm whether the qualification you are holding is accepted for appointment to the relevant civil service degree / professional post(s).
