非華裔人士在申請政府職位時享有平等機會
公務員是按公開和公平競爭的原則聘任。政府會按申請人的能力、表現及品格，以及因應有關職系的工作要求訂明的入職條件評核所有申請人。
各部門／職系首長按其轄下的公務員職系的工作需要，在有關職系的入職條件中訂明適當的中英文語文能力要求。此安排符合平等機會委員會根據《種族歧視條例》發出的指引。政府的政策，是確保各公務員職系的中英文語文能力要求不高於工作所需， 使非華裔人士與其他申請人一樣在申請政府職位時享有平等機會。
公務員職位的語文能力要求
為應付長遠運作及發展需要，政府既定的政策是維持一支通曉兩文（中文和英文）三語（粵語、普通話和英語）的公務員隊伍。公務員職系通常會訂明入職語文能力要求，作為入職條件的一部份：
a. 學位／專業職系：申請人一般須在綜合招聘考試的兩份語文試卷（即中文運用及英文運用）取得二級或一級成績，或具備同等資格 [註1] ；
b. 學歷要求為香港中學會考或以上程度的非學位職系：申請人一般須在香港中學會考中國語文科及英國語文科取得第2級或以上成績，或具備同等資格 [註2]；
c. 學歷要求低於香港中學會考程度的非學位職系：申請人一般須具備語文能力至少應與有關職系訂明的最低學歷要求達同一水平；及
d. 沒有指定學歷要求的非學位職系：申請人亦須具備與有關職系工作要求相稱的語文能力。
個別職系的語文能力要求會刊載於有關招聘廣告，申請人一般須在申請前符合有關的語文能力要求。查詢個別職系的語文能力要求及招聘計劃，請與有關招聘職系／部門聯絡。
