To further address the housing needs of young people, the Government announced in the 2022 Policy Address and the Youth Development Blueprint the initiative to expand the Youth Hostel Scheme by subsidising NGOs to rent suitable hotels and guesthouses for use as youth hostels.

The "TN Residence" located at 280 Tung Chau Street, Sham Shui Po is launched by TWGHs and the Hong Kong Ferry (Holdings) Company Limited, providing up to 676 hostel places.

The TWGHs has introduced the concept of a "youth vertical community" for the project, and it is hoped that in addition to enjoying their own living space, youth tenants could also interact with other tenants in the common areas, thereby establishing a social network with mutual assistance and trust. Another feature of the project is the V-Mile programme, which encourages youth tenants to actively participate in value-added activities and community services recognised by the TWGHs or organise activities on their own. This aims to facilitate their personal development, cultivate their physical and mental well-being and foster proper values, so that they could achieve self-enrichment, widen their personal and social networks, and even contribute to society.

Eligibility

- Hong Kong permanent resident aged 18 or above but below 31 as at the application deadline
- Working youth (e.g. Full-time, Part-time, Self-employed)
- Monthly income not exceeding HKD29,200 for a one-person applicant, and HKD$58,400 for two-person applicant
- Total net asset not exceeding HKD404,000 and HKD808,000 respectively for a one-person applicant and a two-person applicant
- Does not solely or jointly or through a company own any residential property in Hong Kong
- Eligible youth who are applying for or waiting for public housing or interim housing can apply for youth hostels. They are not required to give up their applications for public housing and interim housing
- Have not been living in the youth hostels under the Youth Hostel Scheme of the Government, for more than three years
